| 11:30 a.m. - 01:30 p.m. | Session 1:Policymaking and the Information Society This session focuses on the institutional, political and legislative role of Parliament, and its policymaking capacity, to promote the building blocks around which the Information Society can prosper. It shall analyze the catalytic function of parliamentary assemblies that can create consensus around a unified political view, as well as their ability to engage the executive over an inclusive Information Society long-term strategy. The session shall also consider: global emerging issues such as new modalities for citizens' participation and for political engagement and representation; emerging needs concerning constitutional and legal guarantees as a result of technology adoption and, more generally, the challenge for new legal instruments called for by the evolution of the Information Society. | 03:00 p.m. - 05:00 p.m. | Session 2: International Cooperation, Democracy and the Information Society Many efforts are being made by the international community to harness the benefits ofglobalization and avoid the marginalization of weak economies from the global society. The adoption of new technologies and the development of the information society, particularly in developing nations, have become necessary actions for countries that want to narrow domestic and external divides and expand peoples' opportunities and human development. This session intends to address the above issues by looking at how improved coordination mechanisms of international cooperation and new forms of partnership, enriched by the proactive engagement of parliamentary institutions, can more effectively leverage funding increases and exploit available knowledge and expertise Chair: Pier Ferdinando Casini, President of the Inter-Parliamentary Union Discussants:

| 05:00 p.m. - 06:30 p.m. | Session 3: Setting priorities for the Information Society from a development perspective Countries' social and economic constraints, including levels of development and resources, existing legislative frameworks, traditional legacies and cultural heritage, etc. often impact on public and political choices concerning the promotion of the Information Society, calling on governing bodies' decisions for prioritization. Experiences and best practices should be shared in this session to help participants understand how Information Society strategies and policies can be promoted through multi-stakeholder approaches and consensus building to reflect immediate goals and priorities, while, at the same time, ensuring the protection of the social and cultural identity of all segments of the society. | 09:00 a.m. - 10:30 a.m. | Session 4: Governing the Information Society: effectiveness of institutional architectures Different national mechanisms guiding the implementation of the Information Society, with particular attention placed on e-government, e-education, IT skills development and TLCs issues, shall be analyzed in this session to understand the role of public and private bodies in this field, as well as to highlight how country and society specificities can impact on national institutional architectures and their effectiveness. Legislatures' functions will also be scrutinized from an institutional and legislative perspective to identify the best way for Parliament to actively engage in this domain. | 10:30 a.m. - 12:00 p.m. | Session 5: The Information Society and the Economy: constraints and opportunities New technologies, organizational changes, information and communication flows, IT infrastructures, among others, can accelerate development and positively impact on a country's economy parameters. However, it may be necessary to strategically guide this transformational process from a political and institutional point of view to ensure equitable and sustainable benefits to all segments and sectors of the society. This session will try to bring to the audience's attention experiences and practices of countries at different paces of development and, at the same time, to pinpoint Parliaments' responsibilities in fostering such a process, with particular focus on investments, competition and regulatory reforms Chair:Mahmood Al-Mishhadani, Speaker of the Council of Representatives of Iraq Discussants:

| 12:00 p.m. - 01:30 p.m. | Session 6: The Protection of Rights in the Information Society
The development of the Information Society at the national and global levels has raised new questions regarding individual and collective rights, and often calls for legislative and institutional frameworks which may, on one hand, be perceived as a limitation to freedom, while, on the other, be the guarantee for safeguarding essential constitutional rights (i.e. privacy, identity, etc.). A multi-stakeholder approach, as in the case of the Internet Governance Forum, might be needed to ensure a full representation of the various actors voicing concerns. This session intends to identify different positions and experiences on these issues and to highlight the political and policymaking role of Parliament in the protection of citizens' civil and social rights, with particular attention to culture, traditions, diversity and identity.
